A ramp was available in front of a building. The path was not steep so that wheelchair users could enter without climbing the stairs. At a glance, the facility showed that a city started to pay attention to the citizens’ needs. Yet, a few steps along the ramp, a flower pot stood right on the path. The facility was available, but could not be used as intended.

In the meeting room, poverty looked like something that could be counted. There were percentages that had to be decreased, poverty line became the borderline, number of households to focus on, priority areas to be mapped, and targets of extreme poverty elimination. The government brought data to know who were poor, where they lived, and what programs to implement.

On the eve of three decades of reform, civil liberty in Indonesia still faced a number of pressures. These could be deduced from issues relating to freedom of expression, freedom of religion and of faith, academic freedom, freedom of assembly and association, and protection of human rights defenders. The finding was part of Civic Space Legal Update 2026 launched by the Legal and Policy Study Centre (Pusat Studi Hukum dan Kebijakan Indonesia or PSHK) on Thursday (3/9).
