A ramp was available in front of a building. The path was not steep so that wheelchair users could enter without climbing the stairs. At a glance, the facility showed that a city started to pay attention to the citizens’ needs. Yet, a few steps along the ramp, a flower pot stood right on the path. The facility was available, but could not be used as intended.

For some people, a trip to a bus stop might be a few hundred meters away. Yet for those in wheelchairs, women returning home at night, or cyclist who had to deal with motor vehicles, that same distance posed different challenges. In Yogyakarta, that issue was blatantly apparent in people’s day-to-day use of public transport.

As the country moved towards 2030, the development objective(s) remained far below expectation, particularly for vulnerable groups such as people with disability who faced gaps in access to education, employment, social protection, and public services.

The hall on the third floor, the City Health Agency in Surakarta, Thursday, 27 August 2026, was hot. Yet, that did not prevent people with disability, community organisations, local governments, and other stakeholders to meet. They came with one objective: to ensure that city development proceed by incorporating their voices that were often ignored in decision making processes.
