The National Disability Commissioner, Jonna Damanik said on Monday during Annual Dissemination Note on Disability Formation 2025 (15/12) that her office engaged relevant ministries to integrate data and there would be transition period with no direct effects. The discussion also focused on the purpose of disability card in Integrated National Socio-Economic Data or Data Terpadu Sosial Ekonomi Nasional (DTSEN). She also touched on the decision letter issued by the Social Minister regarding the number of people with disability ho accessed the disability card (2.9 people).
Jonna also added that her office was trying to prepare a Presidential Regulation regarding the opportunity for people with disability to participate actively and meaningfully, including necessary monitoring that required literacy transformation.
Yogyakarta Special Province Commissioner, Sri Surani stated that the one-month work timeframe of the Election Working Group may be extended so that members could learn about disability.The next note was to encourage people with disability to take more active part in election management. Second, there should be better data collection. She also informed that the voters’ profile in 2024 was better than in the past because it included a profile of people with disability, although it was not displaced in election sites. The General Election Commission had no connection with private data. The Election Committee Group or Kelompok Panitia Pemungutan Suara (KPPS) was able to know the types of disability and the monitoring, the roles of local offices in order to ensure inclusive election.
A participant from Makassar, Noldhus said that it would be better if there were information dissemination, to all government offices and there should be specific instruction from the National Government with regards to access and human resources or experts in inclusiveness.
A participant, Nur Fauzi Fauzan highlighted: 1. With regards to law enforcement and the new Criminal Law and Civil Law. Commission 2 of the Parliament talked about changing the Election Law to involve people with disability. There should be seats for people with disability or reserved for people with disability. Whether people with disability already accessed the open model? In a closed system whether there would also be access for people with disability? It was important to listen to people with disability when calculating the impacts, what system would people with disability access.
Jonna Damanik re-emphasised meaningful participation, not just in terms of mechanism but also spaces. The annual note was an instrument of advocacy for all bagi and based on knowledge and data. So use it to secure participatory spaces. The National Disability Commission was trying to prepare Presidential Regulation with other human rights offices.
A resource person from Bappenas (National Planning Board), Dwi Rahayu stated that the government came up with many jargons including "inclusiveness yes, exclusiveness no". Therewere inclusive policies. It was not just about disability unit, but also assistive devices, medicines, ongoing treatment, and urge for ministries/offices for special services.
