The Local Disability Commission (KDD), in the past known as Disability Advocacy Team (Tim Advokasi Difabel or TAD) is a coordination team with function and task to facilitate the needs of people with disability for their fulfilment of their rights in the City of Surakarta.
It is a fact however that not all could be accommodated in the fulfilment of their rights. This was the point raised during a speech by the chairperson of the Local Disability Commission (KDD) in the City of Surakarta consistent with the Decision by City Mayor Sri Sudarti during a coordination meeting and launch of KDD in the City of Surakarta, at Joint Secretary Building in Surakarta Thursday (17/4).
KDD plays similar role(s) to TAD – to accommodate, implement, and monitor the rights of people with disability in Surakarta. KDD is also tasked with strengthening disability movement, to act as a bridge between community and government, to harmonise the wishes of disability community in order for their rights to be fulfilled, to evaluate services, facilities, and infrastructure that are not disability-friendly in Surakarta.
The government of the City of Surakarta has Regulation No. 9 Year 2020 on People with Disability and associated rules – Mayor Regulation No. 27 Year 2024 that instructs for the establishment of KDD. KDD Surakarta was officially established via City Mayor Decision No. 400.9.1/494 Year 2025.
At the KDD establishment on Thursday, City agencies compiles inputs and suggestions from disability community, during coordination meeting. One suggestion from the Information and Communication Office is to set up an integrated organization for disability information and communication.
The lack of information on inclusive education services in senior high school is another problem observed. People with disability hope that the government can provide more information directly or through media social.
Suggestion also comes from disability community about the importance of building housing to fulfil the right of people with disability to housing. The community also suggests disability-friendly accessibility which building developers often neglect.
KDD itself hopes that it can create more activities than its predecessor. It also hope to work more intensively to fulfil the rights of people with disability, and for increasing funds for disability issue. (Ast)
